Over the years I have used probably 20+ hattenba in Tokyo. I have seen very few people with tattos which in Japan are strongly associated with the yakusa, Japan's organized crime syndicates, and with to a lesser extent manual laborers.

That being said it will depend on two factors, the extent to which you have tattos. Full body "Japanese" tattos will probably get you excluded most places. More discrete tattos will be acceptable at many places. I would think most of the 24 Kaikan locations and the Oban locations would admit you. I would think most Asakusa locations would find you tasty, but remember some hattenba flat block foreigners who do not speak Japanese, and some block all foreigners. It is a tight little island.

It is a good idea to look at their web site, some are blocked if you are not in Japan though. The ones that are strict probably say no tattos. The others it is, you takes your chances.
